This regulation is addressing the leadership and management for safety in nuclear facilities and establishes the responsibilities within the licensee‘s organization to establish, maintain and continuously improve leadership and management for safety and an effective Management System within a nuclear facility. This regulation applies to the siting, design, construction, commissioning, operation, closure and decommissioning of a nuclear facility, as well as any subsequent period of institutional control
