FANR License Renewal UAE: Requirements, Process, Documents & Fines
Renew your FANR licence with a structured, evidence-based readiness process covering documents, radiation safety, equipment records, QC, RPO responsibilities, facility changes and regulatory follow-up.
Quick answer: FANR-REG-29 requires a renewal application at least 90 days before licence expiry. Before submission, verify the licensed activity, facility details, radiation equipment inventory, RPO responsibilities, Radiation Protection Program and applicable technical evidence. If the facility has changed equipment, location, scope or protection arrangements, assess whether an amendment is required rather than treating the change as a routine renewal.
Important: FANR remains the regulatory authority and final approval decision-maker. Medcare Hub provides technical and documentation support; requirements depend on the licensed activity and facility circumstances.

The 90-Day FANR Renewal Rule
Under FANR-REG-29, Article 17, a licensee must submit an application for renewal at least 90 days before the licence expiry date. A licence holder intending not to renew must provide the required evidence at least 30 days before expiry.

What Should Be Reviewed Before FANR Renewal?
A strong FANR license renewal file is more than an old licence with a new date. The facility should reconcile the current licensed activity with the actual site, equipment, responsible personnel and supporting technical records.
FANR License Renewal Process in the UAE
Renewal is not the same as a new FANR approval. A renewal confirms the continuing licensed activity and current compliance position, while a new application or amendment may be needed when the regulated activity, equipment, facility, location or protection arrangements have materially changed. If you are starting a new facility or applying for FANR authorization for the first time, see our FANR Approval in the UAE guide.
- Check the licence and expiry date: Confirm the current FANR licence, licensed activity, facility details and expiry date.
- Review what has changed: Compare the current facility, radiation equipment or regulated sources, rooms, shielding arrangements and responsible personnel with the previous licensing record.
- Check the technical evidence: Review applicable radiation protection documentation, safety assessments, QC records, calibration or maintenance evidence, training records and occupational monitoring records where applicable.
- Prepare the renewal file: Organize the required administrative and technical documents so the application reflects the facility as it operates today.
- Submit through FANR e-Licensing: Follow the current FANR application process and respond to any requests for clarification or additional information.
- Track the regulatory review: Keep the renewal status, correspondence and supporting evidence controlled until FANR completes its review.
Important: If the facility has changed equipment, location, licensed activity, shielding or other regulated arrangements, determine whether an amendment or another regulatory pathway is required instead of treating the change as a routine renewal.

- Technical gap closure: coordinate required testing, assessments, document updates and corrective actions.
- Application preparation: assemble the current evidence set and submit through the applicable FANR process.
- Regulatory follow-up: respond to FANR requests for additional information within the specified timeframe.
- Post-renewal control: record the outcome and keep the compliance calendar current.
FANR states that additional information requested for a licence application is generally to be provided within 10 working days unless otherwise specified, and an application may be rejected or the review stopped if requirements are not adequately addressed.

FANR Administrative Fines: What Facilities Should Know
The UAE’s current administrative-penalty schedule under Cabinet Resolution No. 131 of 2025 is effective from 31 July 2026. The schedule includes risk-based penalties for failure to submit renewal application documents within the timeframe determined by FANR’s risk assessment.
| Violation / renewal issue | Administrative fine |
|---|---|
| Failure to submit low-risk licence renewal documents within the applicable timeframe | AED 100/day, max AED 3,000 |
| Failure to submit medium-risk licence renewal documents within the applicable timeframe | AED 200/day, max AED 6,000 |
| Failure to submit high-risk licence renewal documents within the applicable timeframe | AED 300/day, max AED 9,000 |
| Engaging in a regulated activity contrary to licensing conditions | AED 10,000/month |
| Submitting incorrect or incomplete documents, data, information, reports or records | AED 5,000 |
| Failure to display the licence in a visible place for customers | AED 2,500 |
Important: These are administrative penalties listed in the current schedule and are not a statement that every late renewal receives the same fine. Risk classification, the specific violation and FANR’s applicable timeframe matter. Facilities should verify the current official schedule and their specific regulatory status before relying on a penalty figure.

They should not be presented as routine X-ray clinic renewal fines unless the licensed activity falls within those categories. View the complete official schedule.
Separate federal-law provisions can carry substantially more serious consequences for operating without the required authorization or intentionally/negligently violating the law, regulations or licence conditions.
What Happens If Your FANR Licence Is Near Expiry or Has Changed?
FANR-REG-29 requires proposed modifications to licensed regulated activities to be handled through the applicable amendment process. A renewal application should not be treated as automatic permission to continue operating after licence expiry; where timing or regulatory status is uncertain, confirm the position with FANR and address the renewal or amendment as early as possible. Examples include changes to the scope of the regulated activity, protection and safety arrangements, facility/operation scope, location or licence information, and inventory.
